William, you're going to have to use a process of elimination to determine the problem. It could be a carb, ignition, governor or any of several other issues happening. It could even be loose valve guides. You mentioned a complete restoration. What all was done to the tractor? You could also have a vacuum leak at the manifold gasket. Generally, a governor isn't going to cause a miss or anything like that, so if that is your problem, I would look elsewhere. The governor simply controls the throttle valve position relative to the throttle lever position. Is the tractor properly timed? I would recommend reposting your problem on the JD board, as there are some extremely knowledgeable individuals on that board that can give you some step-by-step procedures to determine your problem.
