1939 John Deer A

My father has a 39 "A" that he did a complete restoration on. He purchased (what he thought was)a good Governor Assembly, because the original one was in bad shape. To make a long story short, the "A" does not run well, and it is believed the problem lies in the Governor.
Can anyone offer any help?
