Get you some "Rapit Tap" cutting fluid and a really good high speed drill bit about a 1/4 starting drill through the stud then keep going bigger until you just scrape the inside of the threads of the hole. A few hits with a punch and hammer you should be able to breake it the rest of the way off. Sounds like you are working on an AC axle hub. This fluid makes drilling really easy and don't run the bit too fast as it will heat and burn the tip. Sounds like that is what someone already did. The Rapid Tap usually takes care of the hardened bolts and studs. After you get it out run a thread tap throught the hole and it should be almost as good as new. If not you can get an HeliCoil insert and renew the threads.
