I'm a parts manager for a New Holland dealer who was with F*** (can't use the "F" word now) since early 60's. Sounds like your dual power unit is to blame. Does it not move in both high and low? The dual power clutch packs are actuated by the same pressure supply as the pto clutch packs. Try putting a big load on your pto and see if it's slipping. If not you'll probably have to split it and rebuild the dual power unit.
