Brake Fluid

Got a question for the fluids experts. I have three different specs on my tractor brakes as follows: 1. Sign near master cylinders: "Use vegatable base oil to SAE J1703 2. Repair manual: "Use premium quality brake fluid metting SAE J1703 or 70R3 requirments" 3. Operators manual: Use "M-1123 (SAE J1703 or SAE 70R3)" Question: what is the vegatable oil thing all about? Ever run into this? I am going to bleed and flush system as old fluid is dark and probable 19 years old. Thanks
