I hear that in NY their not leagal for anything but boat trailers and that the rental trailer exemption is running out shortly. I went with electric brakes for my 9,999 trailer anf F-350. You can adjust the power and and how fast the power ramps up. You have much more control with electric. I also thing your 1/2 ton may be a little small for 7,000#. If it's not over it's got to be close to the limit it can pull.
