It is fairly common for clutches to rust and stick to the flywheel. Mine is stuck on my JD 950 and I have not been able to free it. It apparently was stuck when I bought it but I did not find out until much later as I did not use the PTO right away. My manual states that you should block the clutch any time the tractor is left unused for long periods of time. If it has only recently stuck, you may be able to free it. I have heard of people putting on a PTO driven implement such as a rotary cutter, positioning it over some thick grass/brush, pushing down the clutch release the PTO drive, then drop the cutter on the brush and hope the resistance is enough to free the clutch. Didn't work for me. I just kill the engine, engage the PTO, and restart the engine.
