1944 John Deere B won't start

I stored my tractor under a tarp over the winter. This spring I could't start it and found my battery was shot, it was stored inside my cellar. I borrowed one from my neighbor and the tractor started right up, I let it set outside with out a cover over it but the exhaust was covered. I bought a new battery and put it in and I can't start it. I seem to have spark to the plugs and to the magneto. The tractor turns over four or five times and then stops, but does not fire.
Does any one have any suggestions for me as to what the problem might be
