First change the oil and get rid of the water replace the filter or clean the suction screen. Try to find where water is coming from , sfift boots or vent tube allowing moisture in. You should flow rate the pump to check the flow and the relief pressure. It sounds like your pump is starting to fail or the relief valve is bad but have it checked before replacing.
