I'm not familiar with that particular tractor nor the carb, however have you ever tried bolting up another tractor carb (one that you know is functioning OK) and trying that? As long as the bolts or stud centers are the same and the flange is similar, it should work. I've often done that with MS carbs ... then you'll know if it is in fact the carb that is the problem.
