Holley Carb on Twin Cities Tractor

I am working on a 17/28 (I believe this is the correct model as there are no tags) and I am having trouble with the Holley Carb as I am not familier with it. After I made a heat exchanger for the exhaust,I was able to get it started by pulling it. It runs but is very rich and will not run under it's own power. I can turn the mixture almost to the stop position and it is still rich. In the throat of the carb, behind the choke plate there is a brass coller sitting over the air vanes but it just about closes off the opening in the elbow.
Is this the correct place or does it go up where the ventury would normally go? I can't find any information on it or the tractor.
