In Washington, if you buy something that has not been titled or comes from out of state, you have to have it inspected by the State Patrol. The inspectors carefully look for serial numbers and check those numbers for stolen status or prior registration. If the unit is not stolen, yet there is no title, there is a procedure to get a title, but there is a waiting period for that title to become a regular title, presumably to give a prior owner a chance to claim their ownership. If there are no serial numbers and no evidence of removal (such as in a newly constructed trailer), the State Patrol will assign a VIN to the frame, allowing licensing.

When friends of mine have asked me what to do about old cars and trucks they have bought without titles, I always suggested that they get the inspection done before doing any work on the vehicle. That way if it turns out to be stolen, they are only out the price they paid for the old rig, not the repairs or modifications.

You will probably lose the trailer and will probably not be paid for your repairs to it. I would suggest that you contact your local law enforcement and explain what happened. It would be to your advantage to make the contact, especially you now know that it is reported as stolen. YOU DO NOT WANT TO USE THE TRAILER WITHOUT GETTING THE MATTER STRAIGHTENED OUT--IF YOU GET STOPPED PULLING IT, YOU MIGHT VERY WELL BE ARRESTED!!!!! On the other hand, if you work with the officers, maybe there might be a chance that you could negotiate with the owner about buying his interest in the trailer. But the owner is under no obligation to do this, and might want his trailer back, especially now that it is repaired. But a lot of time, people will be fair and decent.

It would seem that your buddy owes you some money, at least in my opinion. Have you asked him where he got the trailer? Is it possible that he ripped it off?

You made an error in putting time and money in something that you did not legally own. Live and learn. Just don't get yourself in trouble criminally--I guarantee that would cost you lots more than what you may lose by turning in the trailer.
