But if it is driven off the front of the transmission, the PTO starts spinning when you engage the clutch, even if the transmission is in neutral, and its speed is only affected by the engine speed. It would still turn forward if the tractor was in reverse, and could be used with the tractor in neutral. It would just stop while the clutch was disengaged. Think about it.
