Ground driven PTO rpm is geared directly to,and varies with, the ground speed of the tractor through the rear wheels; when the rears wheels stop turning the PTO stops also. Engine driven PTO is directly geared to engine RPM. H. Ferguson TO 20&30 tractors only have engine driven PTO. Live power usually requires a 2 stage clutch, pushing 1/2 way down disengages the drive wheels, and the 2nd stage- all the way down- disengages the PTO in additon to the drive wheels. Some mfgrs used a hand lever for the 2nd clutch. My 1952 super "M" does not have live power, and only engine PTO. This is a confusing subject to many, I hope I've explained it clearly, as I understand it.
