You have a leaking float needle in the carburetor. This is common on this type of carburetor and is why you should always shut off your fuel (shutoff on the bottom of fuel tank) after you shut off the engine. I would suggest re-building the carburetor as it is very easy to do and cheep. Also, remove your fuel bowel (next to the shut-off) and clean it out. Make sure the screen is in pace which is at the top of the fuel bowel assembly. I would get a new gasket and screen anyway as you will most likely need one. Also, check your oil level before you start the engine as you may have filled the base with fuel. If so, drain the oil and refill the base. Get a good manual like an ITT manual for this tractor. Parts are easy to get and are not expensive. Have fun.
