The white demonstrator series were a promotional program from early 1950. If your C has an early 1950 model year serial number, it may have been part of it. If not, it wasn't.
IH painted tractors many different colors if the customer wanted to pay for something special and if enough tractors were ordered at one time. So it could have been white even if it isn't an early '50.
There seem to be a lot of white tractors around so, in my opinion, it wouldn't be considered rare.
Guy Fay has written some good articles in Red Power Magazine about the white tractor program.
