There are several ways of describing 'horsepower'.
Apart from the different standards set by separate institutions - in the way the power is measured, where etc. Eg. the Din specs have different numbers depending on these conditions. Here we are looking at differentiating between the gross horsepower available at the crankshaft and the net horsepower available somehere else, taking into account any ancillaries which would be consuming some energy. For instance, the generator will be using some power just to be turned, even if its not producing any electrical power. Often the pto output is quoted but this will also involve some losses driving through the tranny. The earlier Nebraska tests separated pto horsepower from available tractive power. Just remember these figures are not definitive values for comparing two tractors, but do give an indication of whether there is enough (spare) power to carry out any particular operation without overworking the engine.
