Depends on what the rest of the floor will be used for. If for storage, no real need for concrete. If you plan on working on equipment, consider the concrete now. I have just under half of a 36' x 70' building in hard packed gravel. The building is basically a storage shed (tractors, implements, etc). I find that when I have to pull the tractors onto the gravel, lots of dried mud ends up on that part of the floor, and no real way to conveniently pick it up.
