water in transmission 4000 w/ 8 spd

My father in law and I share a 1968 ford 4000 with a 8 spd transmission and he reported the last time he used it he noticed white foam coming from shift lever. I knew this was water and investigated to find the transmission was full of the foamy oil and the radiator was dry. I am wondering how the water could get into the tranny? Is there a freeze plug in the block in front of the fly wheel? and then how could it make it into the transmission? Any help would be appreciated before I split the thing apart. Thank You!
