Hopefully it is adjustment. However, I suspect it is probably a frozen clutch. A common problem. I have a JD 950 with a frozen PTO clutch and have heard of many others with the same problem on their tractors. See if your bell housing has an access port where you can get to the clutch. You may be able to pry the clutch apart with a long screw driver. If not, it means splitting the tractor. I am not ready to part with the substantial dollars to fix the problem. When I want to use the PTO, I kill the engine, engage the PTO, then restart the engine. Grinding the gears is not good. There is likely a safety switch under the PTO lever to prevent starting with the PTO engaged. However, I can reach down and depress mine while I turn the ignition. OK, I am defeating a basic safety feature. But I never do it except while seated and never with anyone nearby.
