There is no law that requires you to have one, just as there is no law that requires using common sense. The law requires any dealer to provide mfgr supplied safety equipment with the new implement. Common sense says never leave the tractor seat and leave the PTO engaged. Dad taught me(I was 12) to shut off the tractor engine in addition to the PTO when operating equipment and trouble arises. I have seen hay bailers roll over after sitting idle for 1-2 minutes, if ones hand,arm was in the baling chamber fixing something you'd be an amputee; so we use an oak 4x4 to block the action. I've seen farmers leave the PTO running and work near it, stupid move. If I've offended anyone who works on machinery with PTO engaged-- it's still a stupid move. Farming is the most dangerous occupation in the U.S.A. per USDA studies.
