Well, I could put up with the former and understand it. People just trying to protect themselves.
But the latter to me is dishonest and borders on fraud. I also don't like the trend these days of tacking 10% onto the bid price. I bought a wheelbarrow at an auction for $30 and had to pay $33 to get the darn thing. Brand new ones were probably selling for $29.95 at the hardware store.
