I second what FixingFarmer says about checking the mount and making sure it's rigid/not cracked. Deere headers (and to a lesser extent, Deere MoCo's) are known for that problem - loose/weak mounts crack and/or cause lots of vibration, the wobble box works loose, and eventually something cracks. Usually the wobble casting.
I've also done what's suggested before and weld the bolt heads on other equipment. Actually, what I usually do is weld a piece of bar/keystock against two flats on the bolt head, because grade 5 and grade 8 bolts don't take direct weld very well. Weld in such a way that it can be cut off.
