dupont used to make a brushon product named rubber dressing. we would paint a tractor then brush the tires with that. let it dry they looked ew. seems like is was simply a brush on quick dry rubber coating made of rubber compound might ask at a big tire shop or automotive paint store maybe an older auto parts store. not orielys or autozone. might look on flea bay opps ebay
