I second the idea of timing being off. I'm not familiar with your tractor, is it battery ignition? If so check for proper operation of the advance mechanism. How long does it take to get hot? One minute, one hour etc. Does it get hot just idling in the yard or do you have to work it to get it hot? And again, what makes you think it's hot? Does it smell hot or the radiator overflows or the temperature gauge shows hot? Let us know more info so we can be more helpful.
