With a Dexta and a two stage clutch the pedal is very uncomfortable and difficult to reach when operating in the PTO clutch mode. The answer is only use it in this mode when using the PTO. This reduces wear on clutch linkage, hip and knee!!!!
Change mode by moving the pin in the clutch clevis to the front hole.
I suffer too!!! Fords were like this on their smaller tractors right up to the early Ford 3000 and 2000. Easy job to do when you need the PTO and it saves on physiotherapy bills. ;0)
