Only a few older cities in the east coast (and a few on the west coast) use the same pipes for sewage as they do for rainwater.
That may be true for new construction, but until the 1950s and 1960s it was common to just use one system for both sewage and storm water to save money. At least across the Midwest anything older than that is a single system, many are now in need of replacement.
