I believe you are 100% right when you state that people think their covered, but never asked or confirmed if they were. I used to have have a farm policy, had some livestock and was concerned about the liability when or if they got onto the highway. I also had land rented all around the area so was on the road with tractors and some pretty wide equipment. On that policy, liability extended to the rented land, and I had a rider for highway liability as we as for the livestock. The road coverage was a line item, and specified a radius from home. I belive if you haul your tractor to show grounds, your homeowners covers you. Driving on highways and tractor rides, well that's a different animal.
