Ok, with a picture I'll chime back in. If the tires are just worn and not severely cracked, they will last a long time doing what you want. 4 in 1 bucket is a plus. Digging out stumps (especially 3') is very hard on a machine and on an old one, will find all your weak spots in a hurry. If the steel braiding is worn on the hoses, I would replace. If the outer rubber is cracking, I would store indoors and replace the worst first a couple at a time as funds allow. You need to get the leaks down to a much more manageable level. As long as 1 brake is working, you can get by for a while. Once again, make sure the engine isn't totally clapped out. I think $5,000 would be doable if it will do what you want. I repeat, digging out 3' stumps will exceed the breakaway force on all your backhoe cylinders regularly.
