If it's a steam traction wheel, or old cross motor tractor wheel, it is obviously missing its drive gear. Basically what they used before using a bull gear inside of a casing. Before using the bull gear, a drive gear was exposed and attached to the wheel. A shaft and small gear was ran out to the larger gear on the wheel. The mounting point for the wheel, was just a spindle and just a mounting point for the wheel. The wheel only carried weight at the spindle. The drive actually happened towards the outside of the wheel, but still inside its diameter. Be easier to see if this wheel still had its drive gear attached.
