Not familiar with the power King. The cheapest mower transmission consists of 2 belts and a variable pulley between the two belts. It sometimes locks up. Especially if you leave it outside and pulley gets wet. Put the shifter level in highest speed, rock it back and forth, then see if it breaks lose. If not start engine and put it in highest speed. Have someone help rock mower when someone is sitting on mower and engine is running.
