Its no secret that the retail price of gasoline has more to do with the price the guy across the street is charging then what the wholesale price is.
Gas is sold on a daily basis at the loading rack but bought on a monthly basis months in advance. You try to charge a high enough price your gasoline last all month but low enough you sold your allotment by the end of the month because your new supply is on the way up the pipeline and you need room to store it.
I have seen times where they figure wrong and need to dump gasoline to make room. The price would drop enough we would travel over 200 miles to the next town to buy it.
This had no effect on the pump price as the guy across the street was not getting the cut rate price deal.
