I assume when you say you made sure that both battery cables are tight that means you have checked the ends that bolt to the frame? What does a dealer say? Have they seen this issue? If you have a service manual then I assume or if you have checked this; if not I will suggest you look at the wiring diagram and find the grounds associated with the dash and check them for being clean and tight. Lastly there are places that repair these dash units. One of them is called Ag Express see link. I would contact them and ask if this is a common problem they repair. When I web searched your issue I saw another company was showing a YouTube of repairing JD dashes.
