Well, with the words (pulling tractor) being used in your story, I presume this isn't a money making project you have in mind. And that's good, because it likely isn't going to turn out to be that, if that's what you have in mind.
Pulling tractor entails that you will likely be removing pistons, rods, and sleeves, and not putting them back in upon rebuild. Assuming you will be wanting to put in over bored pistons and sleeves and whatever else. So, bottom line, you need to dis-assemble and make sure the block and the head are good. If they are good, then yes, you can rebuild it, and make it into what you are wanting to do.
The only downside is, with an engine as rusty (and I presume locked up) as yours sounds, it's going to take some time, effort, and patience to get this thing completely dis-assembled. I hope you are not in no big hurry. Because it's going to take some time.
