The jumper wire bypassed the switch and any wiring related to it up to your connection point, be it the ballast resistor or coil. The switch may be bad; however, the switch might be ok, the problem could be a bad connection, broken wire, etc. in that circuit (before or after the switch). Your test wire just shows the problem is in that circuit, further diagnosis of that circuit should be done to find the exact problem, before just replacing the switch. A test light and few minutes should pinpoint the problem in the circuit.
