First I would have shut off valves in the heater lines. this reduces the amount of work the A/C has to do in warm/hot weather to cool the cab. I used to do that in my semi cab abd made a big difference in the cooling. Then I would check the coils for dirt and filters. After that check for compressor turning and if Freon/coolant is low or high. If it was charged last fall or winter it might be to full and if sat over winter might be to low.
