Did you check the points gap, condition, plugs, and spark quality when cranking? Should get 1/4'' spark to ground at the plug end of each plug wire.
Poor idle and hard start can be symptoms of low compression. Try setting the valves, look everything over for broken valve springs, bent push rods while in there. Then run a compression test. Not looking for a particular number, but both need to be close to the same.
A faulty carb, or vacuum leak can cause hard starts and rough running, but save that for last. The carb can only work as well as the other components will let it. Do check the fuel for water and trash though!
