Linkage is slotted to position lever and limit stop is set screw where arm enters rear cover. Your best starting points.
I would say the issue is the set screw or someone before you indexed the lift arms so they would go lower. If this were an older tractor that could have come with a fast hitch (was a fast hitch an option on a 1086?)I would say someone pulled the fast hitch off and added the three point but failed to re index the lift arms. The lift arms on a fast hitch are set to a lower position and don't go as high was the lift arms on a 3 point. To get the proper lift height you have to pull the lift arms off the rock shaft and index them correctly on the rock shaft splines.
