Looks like with the snow pushed off the roads, the roads are now the lowest point for all the running water. Would be better to make the path of the water stay where it normally runs, rather than try to raise everything else. Suggest you examine the stream path carefully and figure out how it got blocked. Was it ice on top of ice? How about a blocked culvert? FYI, if a blocked culvert, now you are dealing with the highway Dept, or township to fix things. Good luck.
