IT might have flow but is it enough flow to sustain extended running. I would take the line to the engine off the tank and catch the fuel to see how fast it runs and if there is any dirt coming out. Then check flow to filters and so on till I got to the pump. If it does not run a full flow of the end of the line or fill a jar quickly it is restricted some place along that section. Is sediment bowl clean and flowing well?
