You do not say if you have changed the filters, they do not really look new. I would suggest that first if you have not. This probably depends if you can look down in the fuel tank from the fill and see the outlet like you can on most IHs. My idea would be to run the fuel down to where you have a couple inches left then look in with a good flashlight to see if there is anything in there that could cause the issue as Fordfarmer suggests.
