The general consensus is that it's a diesel. Yes it looks like the sediment bowl is milky(water). If it's water and it's cold enough for snow, it's probably froze, Hope it hasn't cracked the glass. IF you take it apart to clean it, you might as well get new fuel filters and replace them now because you will have to bleed the air out of the system to get it to start and run. I don't know where you are, is there a farmer neighbor that you could get to help you bleed the lines and get it started the first time??
