Welcome to YT! Sorry if this is obvious but the tractor is new to you. It has a park lever that needs to be in the proper position for the tractor to move. I think it is on the side of the dash by the brake pedal. Unfortunately I cannot tell you the proper position, originally it had a decal to inform you. Hopefully someone will chime in. I will link the diagram of it from the CNHI online parts website, if it go the right place section H-16. By the way from that link you can view all the parts diagrams for your tractor. If there is not a return link to ..706 tractor.. then go up in the search bar and select model. Enter ..706 tractor.. and search. If you are a young buck you probably could have figured that out. If your park was disengaged I will second the brakes are probably stuck.
