If it is only a few months since it was operating OK, the prospects are good that it can be fixed easily. If a year or more in a humid climate, maybe not. First step is to block the clutch pedal down. this allows it to have a chance. Next, put it in road gear and then rock the entire tractor forward and back with serious force on the top of a rear tire. If the reactor has a neutral start lock on the shifter you could bypass that and (heading out where there is lots of room to drive it safely) start it in gear and use the brakes to free the stuck clutch.
