It's NOT the governor, pump has one or more stuck plungers which keeps the rack from moving freely so governor can work. Old stale fuel is the cause, Bosch A size pumps can be checked for free rack movement before starting engine IF the front rack cap can be removed on engine. I just freed up some stuck plungers on a 1570 Bosch pump that did the same thing.
