There are 12 ply rating or "F" rated tires available in that size. 17.5 tires offer a significant improvement in load rating though, and you generally get better quality and durability because of it. If you want 17.5 tires, look at the 215/75R17.5, this size is just under 1 inch taller, and just under a 1/2 inch narrower than 225/75R16.
Plenty of places sell wheels and tires, or wheel/tire combos, it's actually not that rare. I'll leave a couple links below, but you can shop around with other trailer supply places or ask locally.
