I think it was designed to limit implement swing when in raised position. I think if you were to raise it all the way up without anything on it you could see how it limits the swing of the arms. Option might be to put another bar with holes on one side to hook to one of the lower 3pt pins and a bracket bolted to the axle housing. Saw a lot of those on old Fords to keep the mower from swinging.
