If you have the PTO in ground speed position, it will stop when the tractor stops rolling, and will follow along with the ground speed. It would never get enough speed to mow.
Sounds more like the 2 stage clutch is worn out, out of adjustment, or the hub is broken. It's rare to wear one out.
When working properly the PTO clutch will disengage when the clutch pedal is all the way down. The PTO clutch will engage first as you let the pedal up, then the tractor drive clutch will begin to apply as you get nearer the top.
I believe there is an adjustment that can be made from underneath, through the inspection cover. If it's like the ones I am familiar with, there should be about .090 inch between the bolt heads and the secondary plate as viewed through the inspection cover. But yours could be different, might ask on the MF board.
