My response may be a little direct but if you want more than 5 psi of compression in that cylinder you have to pull the head. Well short of what old said to check the lift of the valves compared to others. One other thing to check is the tension of the valve springs. With that low of a reading it would likely need to be broke or deformed so you could see a problem. But to check them quickly position yourself so you can grab the head of a hammer, then with the end of the handle push down on the rocker arm over the valves firmly to open them slightly. Check the two valves on cylinder 2 first. Then check the ones on the problem cylinder. If the force to push the valves down are fairly even the springs are probably fine. If these things check out the only thing that will get you more compression in that cylinder is opening it up and fixing the problem.
