Any chance the diesel fuel has been diluted by gasoline?
I recently worked on a Ford/Shibaura with a similar "cambox pump" that had some issues with running, the fuel looked and smelled like dyed diesel, I finally noticed lots of vapor rising from the tank filler opening, I drained it and refilled it with fresh #2 diesel and it ran perfectly.
Apparently just enough gas had been accidently added to make it more volatile, but yet not enough to make it look and smell like something other than diesel fuel.
